        Commenting on the Summits of Lattakieh and Cairo, the Guardians of the Cedars-National Lebanese
Movement issued the following communiqué:

        The Syrian-Lebanese, or more correctly, the Syrian-Syrian Summit which was held last week in Lattakieh, and the Syrian-Egyptian Summit which followed, were in reality, a summit of political harlotry.

        In the first Summit, the "three Musketeers" went to Syria as usual, in response to their boss's summons, prostrated themselves before him, sweeping his floor, renewing their unconditional allegiances, and received his instructions regarding the pending problems, in particular Resolution 425. Then they returned to Beirut and impudently announced to the Lebanese the success of the Summit, a complete consensus and full agreement between all parties... They also announced shamelessly that they empowered the Syrian Sublime Porte to take the propitious decision concerning Lebanon's coming Presidential elections.

        The Lebanese, disgusted beyond measure, did not comment on this Summit except with a disillusioned smile that resumed their sarcasm and contempt.

        After the second Summit, President Moubarak offered himself to declare on behalf of the Lebanese the refusal to link the Syrian with the Israeli withdrawal from Lebanon, considering that the Israeli presence is not an occupation, whereas the Syrian presence was with Lebanese approval...The Syrian President added that the Syrians did not enter Lebanon of their own free will, but under Lebanese pressure, in order to extinguish the deflagration and stop the massacres... He terminated his words by assuring that Syria is not colonizing Lebanon, and that there is complete "brotherly" agreement between the leaderships of the two countries.

        The Lebanese comment on this Summit was laconic and restricted to the reminiscence of a few declarations, in particular the slogan often repeated by President Anwar el-Sadat in an awakening of his conscience: Hands off Lebanon, Oh Arabs", whereas his successor's declaration is made with his conscience asleep.

        As for the comment on the Syrian President's declaration, it also was concise but to the point, since everyone knows, but no one dares to say, that it was Syria that put Lebanon ablaze, and concocted the massacres to justify invading and subordinating Lebanon. And claim that there is complete agreement on all matters is a blatant lie, because the truth is there is complete disagreement exclusively between the two regimes: The Syrian regime and its stooge the Lebanese regime. Furthermore, everyone knows that the latter represents in Lebanon only baseness, vileness and moral and political harlotry.

        The true response to the negative attitude of the Arabs towards Lebanon was revealed by the massive popular demonstrations the Lebanese staged following the victory of "Al Hikme" club over all the Arab clubs in the Pan-Arab basketball championship. Any observer could sense in the eyes of the Lebanese the joy of a Political Victory more than in basketball.
