Dear Friends:

We are writing to solicit your input on a new project that the U.S. Committee for a Free Lebanon, Inc. www.freelebanon.org is contemplating embarking on.

As a result of the occupation of our country by Syria and the tragic consequences associated with the occupation, such as intimidation, depravation of human rights, loss of property, kidnapping, economic harm, dislocation, etc., we have consulted with top-notch lawyers experienced in representing Americans and Canadians residing abroad who are victims of similar types of state sponsored terrorism. We believe that by utilizing our status as American and Canadian citizens, we may engage United States and Canadian federal courts in the battle against the Syrian regime.

As you may know, there have been a series of lawsuits over the last several years against state sponsors of terrorism as well as terrorist organizations. We are contemplating using specific federal statutes designed to protect American and Canadian citizens residing and traveling abroad, as well as more traditional legal means, to combat the Syrian regime.

As Americans and Canadians residing in Lebanon, you have a special status that can be utilized in the war against the Syrians. For instance, you may access American and Canadian courts to protect your interests. The suffering that Lebanese-Americans and Lebanese-Canadians endure on a daily basis, ranging from relatively mild economic harm to more sophisticated and odious effects of terrorism, may be able to be addressed and justice achieved in the United States and Canadian federal courts.

The purpose of such litigation would be twofold. First and foremost, our goal is to achieve redressing the harm caused by the collection of huge damage awards against the Syrian regime. Secondly, raising the issue before the American and Canadian public. As you know, the American and Canadian media widely covers litigation of an international nature. Further, lawsuits in the United States and Canada have historically been a message for disenfranchised people to achieve not only economic and other forms of justice, but also public relations gains. For instance, a series of strategic lawsuits filed against the Syrian regime in Washington, DC before federal judges will have tremendous impact on the political scene. We will be able to raise awareness of the plight of Lebanese citizens in general by leveraging and utilizing your status as Americans and Canadians residing in Lebanon.

In order to implement this program, we solicit your input. For instance, we are asking what types of specific depravation and harm you have suffered and whether you would be willing to become a plaintiff in a lawsuit against Syria.

If you are interested, we need you to provide the following information:

a. Name, address, and phone number.

b. The type of harm suffered, i.e. interruption to business, kidnapping, violence, terrorism, torture, human rights depravation, etc.

c. The exact entity causing the harm, i.e. Syrian military personnel, Hizbollah, HAMAS, PLFP, etc.

d. Whether you are willing to work with us openly, i.e. become a publicly disclosed plaintiff (amongst, of course, dozens or potentially hundreds of others as well).

e. Whether you are willing or able to contribute financially to the costs of such litigation (either on your own behalf or for other victims).

Naturally, we are available to answer any questions you may have. At this point, we are waiting to receive information from our supporters and will prepare a strategic litigation plan upon receipt of responses to our survey.
